Marcela Navarrete currently serves as the Vice President of Strategic, Financial and Management Services of the El Paso Water Utilities. She is a native El Pasoan who holds a degree from The University of Texas at El Paso. In 2003, Marcela was appointed as Chief Financial Officer of the El Paso Water Utility making her the first female CFO in the utility’s history.
